Paludis reports error as virtual/os-headers when it's sys-kernel/linux-headers that needs unmasked.

Description
Maybe paludis could do something with virtuals, like saying
- Downgrade to 'virtual/os-headers-2.6.17-r2::virtuals'-->'sys-kernel/linux-headers' from 'virtual/os-headers-2.6.19.2-r1::installed_virtuals'-->'sys-kernel/linux-headers' forbidden (N7paludis24DowngradeNotAllowedErrorE)
instead of
- Downgrade to 'virtual/os-headers-2.6.17-r2::virtuals' from 'virtual/os-headers-2.6.19.2-r1::installed_virtuals' forbidden (N7paludis24DowngradeNotAllowedErrorE)
Note: this occurred after I nuked my keywords.conf file (> vs. >>), using 'paludis -pi --dl-downgrade error world' to find what I lost.
