paludis doesn't add everything to world that it should

Description

i accidentally removed my world file, so i just installed a few things that i knew should be in it by hand (that were showing up in --uninstall-unused). when done, it said it added all three: 

Updating world file

* adding app-admin/syslog-ng
* adding net-misc/dhcpcd
* adding sys-process/vixie-cron

but, paludis -q world tells a different story... 

everglades ~ # paludis -q world
* world
    Packages:
            system
            sys-process/vixie-cron

not sure what caused it, too busy to track it down now, so i'll let someone else figure it out :p
