Make Trac work right

Still to do:

1. Configure it to work with a pretty URL (like http://www.paludis.org/trac) instead of the current http://trac.pioto.org:8000/paludis.

2. Tweak components. Currently we have the following:

Tweaked the component, severity, and priority values a bit, as well as setting some default values. Y'all should take a look at the new ticket form and see if it looks sane to you.
